Ans. The Government of India has notified a National Manufacturing Policy vide a press note dated 4th November, 2011 with the objectives of enhancing the share of manufacturing in GDP to 25 per cent within a decade and creating 100 million jobs. It also seek to empower rural youth by imparting skill sets to make them employable. Sustainable development is necessary integral to the policy and technological value addition in manufacturing has received special focus. The policy is based on the principle of industrial growth in partnership with States. The central government will ereate the enabling policy framework, provide incentives for infrastructure development on a Public Private Partnership (PPP) basis through appropriate financing instrument, and State Government will be encouraged to adopt the instrumentalities provided in the policy. The proposals in the policy are generally sector, location and technology neutral except incentivisation of green technology. Important instrument/features of the policy are: (1) National Investment and Manufacturing Zones: National Investment and Manufacturing Zones (NIMZS) have been conceived as large integrated industrial townships with state-of-the-art infrastructure; land use on the basis of zoning; clean and energy efficient technology.
